面對醫療服務、傳染病監控及公共衛生緊急應變措施需求增加的壓力，很多先進國家/地區的政府積極利用現有資源從不同管道加強各類醫療服務及設施的互通及綜合性，從而令病人獲益。香港政府在過去多年積極推行全民電子紀錄互通的計畫。2008年3月發表的醫療改革諮詢中更提出，全港電子健康記錄互通系統是推行醫療改革的基本項目。
開發全民電子健康記錄互通系統是公私營醫療界別互相協作的基礎，系統能有效地提供準確及時的病歷資訊，令病人不論接受公私營醫療服務時，都可獲得最適切的診治。電子健康論壇2009透過公私營專業醫護人員分享電子健康記錄互通廣泛應用的成功要素。是次論壇的宗旨為：
- 提高各界對電子健康記錄互通系統發展要素的認識
- 令參與者更深入瞭解電子醫療及病歷記錄在公私營醫療機構的發展計畫
- 分享推廣電子醫療及病歷記錄系統，及電子健康記錄互通系統的見解
