“Medical Records that Guide and Teach – After 40 Years Are We Nearly There?”

Abstract:
The talk will focus on the urgent need for standards-based electronic records for both clinician and citizen alike. The need for not only technical standards but also professional ones will be stated.  Taking some lessons from work done in the US and in UK in the 1960’s the author will take a light-hearted journey through the history of medical informatics pointing out that with the approach of the ‘Silver Tsunami’ of chronic disease, we cannot afford to spend another 40 years waiting for the delivery of the record keeping systems described in the 1960’s. Our citizens and patients soon refuse to accept the risks and errors that come from the lack of implemented standards and lack of interoperability between different systems in place in many countries currently. The presentation will be highly visual and use examples from the English National Programme for Health IT’s common user interface programme to underline how many of the problems being worked on the other side of the world have direct relevance in other areas . Finally a gauntlet will be handed to the clinical community to define how to work with the informatics teams and tools to deliver 21st century, reproducible, high quality care anytime, in any location for all citizens.

Bio:
Mike has been a leading figure in Clinical Informatics for 25 years working both for Government and Industry. He has designed and brought to market Clinical Computer Systems for General Practitioners. He was instrumental in the 2003 negotiation of the IT elements of the current General Practitioner Contracts in the UK.

He currently leads the Clinical Architecture, Assistive Technology and Clinical Decision Support teams at NHS Connecting for Health (NHS CFH). These teams are delivering innovations in hardware design, clinical interface design and interfaces for the both professionals and citizens to the electronic medical record. As a former General Medical Practitioner and medical informatics expert, Mike brings a unique insight to the field.

Mike previously held the position of chairman of the Primary Health Care Specialist Group of the British Computer Society. He currently sits on the Editorial Board for the Journal of Informatics in Primary Care.

Through his work for the NHS in England, Mike continues to advocate both patient safety and clinical utility and to demonstrate its relevance and use in an international forum.

He was voted ‘UK Health ICT champion’ in November 2007. He was elected UK IMIA representative in July 2009.
