面对医疗服务、传染病监控及公共卫生紧急应变措施需求增加的压力，很多先进国家/地区的政府积极利用现有资源从不同管道加强各类医疗服务及设施的互通及综合性，从而令病人获益。香港政府在过去多年积极推行全民电子纪录互通的计划。2008年3月发表的医疗改革咨询中更提出，全港电子健康记录互通系统是推行医疗改革的基本项目。
开发全民电子健康记录互通系统是公私营医疗界别互相协作的基础，系统能有效地提供准确及时的病历信息，令病人不论接受公私营医疗服务时，都可获得最适切的诊治。电子健康论坛2009透过公私营专业医护人员分享电子健康记录互通广泛应用的成功要素。是次论坛的宗旨为：
- 提高各界对电子健康记录互通系统发展要素的认识
- 令参与者更深入了解电子医疗及病历记录在公私营医疗机构的发展计划
- 分享推广电子医疗及病历记录系统，及电子健康记录互通系统的见解
